The Steering Committee oversees implementation. 3 thematic subgroups are working on (1) Ethics, (2) Recruitment (OTM-R), (3) Gender Equality. They refer to the hierarchy: deans, vice-rectors and rector, Board. Some actions are directly managed by members of the Steering Committee. They are working closely with researchers and involve members of the research and doctoral councils as well as researchers’ associations.

These committees meet once or twice a year; more if necessary. They ensure the implementation of actions, collect indicators, analyse progress and update the action plan according to the needs of the researchers they interview.

It should be noted that the specificity of the University of Liège is its strong representation of researchers. All of the organisation's academic bodies are represented on the committee and working groups and provide feedback and recommendations from their work and surveys of peers.
