Leaving Belgium and Liège
After an enriching stay at the University of Liège, you're already heading off to new horizons. Don't forget to take care of these formalities before you leave. For some, it's best to do it well in advance (one month).
- Activity report
Very often, the institution that funded your research stay will require a report on your stay. Don't forget to submit it to your promoter at ULiège.
- Recommendation
If you would like a letter of recommendation for your CV or as a reference for future employers, ask your ULiège promoter.
- Certificate of service
For your pension (if there is a agreement on social security between your state and Belgium), you can request an attestation of services from your administrative manager at ARH (Administration des Ressources Humaines): his or her name and telephone number appear at the bottom of your monthly payslip.
If you are and remain a member of the ULiège staff, don't forget to register your mission before you leave in the MODUS database
- Social rights
It's important to make sure that your social rights are maintained from one country to another, particularly as regards unemployment, health care, etc
The following organizations and tools are available to help you:
- Solve problems with a national administration (SOLVIT) http://ec.europa.eu/solvit/index_en.htm
- Get legal advice from Your Europe http://europa.eu/youreurope/advice/enquiry_en.htm
- Unemployment
If you are an EU national, or if there is a bilateral social security agreement including the right to unemployment between your country of origin and Belgium, apply for a U1/E301 form (Onem) to open up your entitlement to unemployment benefits in your country. To obtain this certificate, Onem will need a C4 form, which will be issued to you on request by the Administration des Ressources Humaines (administrative manager - whose name appears at the bottom of your monthly payslip)
- Health insurance
Don't forget to leave the health insurance fund (mutuelle) where you are registered.
- Taxes
You can file your Belgian tax return in advance of your departure abroad.
In this case, you must :
- Contact your pecuniary manager at ULiège (his or her name and telephone number are given at the bottom of your monthly payslip) and ask for a provisional attestation of earnings. The definitive statement will be sent to you by the end of May at the latest for the previous year's benefits.
- Contact the tax office in your place of residence (for Liège the e-mail address is: p.liege.div.gestion@minfin.fed.be ) and ask for a "special exercise Revenus de 201x" - You will get the form and you will have 1 month to send it back (possibly from abroad).
Otherwise, the form will be mailed the following spring to the address you have given to the local authorities of the place of residence you are leaving.
- Bank
If you wish to keep your account in Belgium temporarily after your departure, contact your bank branch and ask them to give you an e-mail address so that you can inform them when the account can be closed.
- Accommodation
Contact your landlord to arrange the rental deposit. Pay particular attention to the deadlines set out in your contract! Contact the water, gas and electricity companies to disconnect your meters. Don't forget TV and internet.
